I would suggest a bigger DIY ethic amongst gig organizers, infrastructure which helps reach out to people, greater awareness from the part of the bands towards social media and how they can reach out to more people and convert them into fans. A sense of organization within the clubs to create an aware gigging scene, and a greater influx of money and investment into bands and the music they make to increase their overall visibility.
